IndiaPost inks deal to issue 1.5 crore debit cards

MUMBAI: India Post will soon issue debit cards to its 1.5 crore account holders with the Department of Post signing a Rs 30 crore deal with  CMS Info System  to supply Rupay enabled cards. The Department of Post (DOP) has over 10 crore account holders in India, and has already begun deploying ATMs across the country in a phased manner.  The personalized debit cards for DOP will be issued on the NPCI platform and their usage would initially only be on ATMs installed at DOP branches, as a closed loop environment. The cards can later be used on other ATMs with Rupay affiliation. These cards will initially be of the magstripe variant, with the option of EMV being available to the account holders after a set period of time.  "This deal will power issuance of personalized cards to complement India Post's ATM deployment plans over a three-year period. We expect this to benefit people using teller facilities at the branches, as they can now begin to use these cards for more convenien

Speed Post Tariff increases w.e.f. 01.06.2015

Budget 2015 has increased the service tax from 12.36% to 14%. So the SPEED POST  tariff  increases from 01.06.2015  for (LOCAL up to 50 grams) Rs. 17/- to Rs.17/- (Rs.15 + Rs.2 ST), (other place up to 200 grams ) from Rs. 39/- to Rs.40/-(Rs.35+ Rs.4 ST). Other rates will change on adding service tax rate.

Obtaining passport for Govt. employees made easier

To streamline and check the undue delay in getting passports to the government employees, the Ministry of External Affairs has relaxed provisions for issue of passport and asked the government employees to attach the copy of prior intimation letter submitted by the government employees to their controlling authority before applied for passport. Government employees, who applies for passport with ‘Prior Intimation Letter’, they do not need to police verification.  The above provision is applied for getting passport only not for VISA, the government employees are required to obtain ‘No  Objection Certificate (NOC)’ from their departments concerned for getting VISA from foreign embassies for travelling abroad As  per CCS (Conduct) Rules and the instructions have been issued by the Department of Personnel and Training (DoPT) from time to time.  The Ministry of External Affairs has recently issued an Office Memorandum  No.VI/401/01/05/2014   making the ‘Prior Inti

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval to the proposal of Ministry of Finance, Department of Expenditure for reclassification/upgradation of certain cities/towns on the basis of Census-2011, for the purpose of grant of House Rent Allowance (HRA) and Transport Allowance to Central Government employees.  HRA and Transport Allowance are admissible to Central Government employees depending upon employees’ Basic Pay (including NPA where applicable)/Grade Pay and the classification of the city/town where they are posted. The existing classification of cities/towns in different classes viz. ‘X’, ‘Y’& ‘Z’ for the purpose of HRA and 13 specified cities classified earlier as `A-1’/`A’ and ``Other Places” for the purpose of Transport Allowance, is as per the criterion recommended by the 6th Central Pay Commission. Increase in Service Tax Rate from 12% to 14% with Effect from 1st June, 2015

In the Union Budget, 2015, an increase in the rate of Service Tax from 12% to 14% had been proposed from a date to be notified. The Finance Bill, 2015 has since been enacted and the Central Government has notified 1st June, 2015 as the date from which the rate of 14% would become applicable. The provisions levying Education Cess and Secondary and Higher Education Cess would also cease to have effect from same date i.e. 1st June, 2015, as the same would be subsumed in the service tax rate of 14%. Certain other changes have also been notified with effect from 1st June, 2015. However, the date of giving effect to the provisions relating to imposition of a Swachh Bharat cess on all or any taxable service will be done in due course.

Postal bank set to become a reality, says Rajan

The country will see many new banks in the coming years, including a postal bank promoted by the postal department, Reserve Bank of India (RBI) governor Raghuram Rajan said on Thursday. Speaking on the occasion of commemorating 80 years of the central bank, the governor said, “In the coming year, we will have many new players in the banking eco-system, such as payments banks, small finance banks and possibly a postal bank competing with existing universal banks, regional rural banks, cooperative banks, and a variety of non-bank finance companies.” The department of posts has already applied for a payments bank licence after RBI initiated the licensing process last year. Payments banks are niche banks which will be allowed to function with several restrictions; they will not be allowed to lend and will have a cap on the deposit it can take from an individual. TDS on recurring deposits from June 1 force investors to close down deposits prematurely

NEW DELHI: Days after the Budget announced that tax deducted at source (TDS) will also apply to recurring deposits, banks are witnessing a rush of investors closing down their deposits prematurely. Though it is fully taxable, the interest from recurring deposits is exempt from TDS. This only applies to interest from fixed deposits if the income exceeds Rs 10,000 in a year. The new rule is proposed to come into force from June 1 , so investors are rushing to close their recurring deposits before the taxman gets whiff of their wealth. "Premature closure of my recurring deposit will fetch me a lower interest rate. But at least there won't be a tax deduction," said an investor at a public sector bank branch in Delhi. Banks may see more premature closures of deposits as more investors become aware of the new rule. It is not difficult to see why investors are panicky. GMail Banned in Govt Offices :  The Government said in the notification that “The e-mail services provided by other service providers shall not be used for any official communication,”. This decision is took by Central Government and will be followed by both government employees of both central government and state government including the UT also. This policy strictly says that no Government employee should use the Gmail login or any other foreign E-Mail accounts like Yahoo mail, HotMail for the official work by the staff, And the staff should use the E-Mail services provided by only NIC. Due to this policy all the government data shall be passing from the Government Servers covering nearly 5-6 lakh Central and State government employees. And the notification also says that NIC will be Monitoring the activities of the staff and have the power to access the access, review, copy or delete any files on the server of any users (Govt. Staff) for security reasons.

India Post targets 50 fold growth in E-Commerce revenue

BENGALURU: Internet retailers may have been the bane of the  brick-and-mortar retail trade and a pain for the old order of things, but for  one relic from the past, they are a proving to be a veritable godsend. Supreme Court sets bar on suspension of Govt employees

A government employee can't be kept suspended for more than three months if not formally informed about the charges, the Supreme Court said Monday. Based on the principle of human dignity and the right to speedy trial, the landmark verdict is expected to affect lakhs of government employees across India, many of whom are under suspension for years pending departmental proceedings. "Suspension, specially preceding the formulation of charges, is essentially transitory or temporary in nature, and must perforce be of short duration," a bench headed by justice Vikramjit Sen said. If the charge sheet or memorandum of charges was served within three month, the suspension could be extended, it ruled. "If it (suspension) is for an indeterminate period or if its renewal is not based on sound reasoning…, this would render it punitive in nature," the court said. It agreed with petitioner's senior counsel Nidhesh Gupta that a suspension

Retired employees can now avail benefits of missed promotions-- PRESS NEWS

THE TIMES OF INDIA--  DELHI -  1.2.2015. . NEW DELHI: Retired government employees who missed out on their promotions due to  late meetings of the committees deciding on such departmental elevations will now be able  to avail its post-retirement benefits.  "Instructions have been issued to all ministries and departments to give benefit  of promotion to those employees who missed it due to late meeting of departmental  promotion committee (DPC)," an official in the department of personnel and training  (DoPT) said.  It would not be in order if eligible employees, who were within the zone of consideration  for the relevant year but are not actually in service when the DPC is being held, are not  considered while preparing year-wise zone of consideration or panel, as per the DoPT order.  Consequently, their juniors are considered (in their place) for promotions, who would not  have been in the zone of consideration if the DPC had been held in time, it said.
